You can make it during the installation process. I replaced the corrupted files for the same from v18. Not sure what you mean by 'stripped down', but there is some file missing in installation cab 1. Also if you're installing on vista or win 7 make sure you're installing it as administrator.

Are you using a 'stripped down' installation? It might be trying to install factorytalk or one of the other support files needed and can't find it.
